Prime Minister Gordon Brown will issue a formal apology to the British children who were shipped out of British care homes and orphanages between 1945 and 1967. Leoni Sheedie works for Care Leavers Of Australia Network, a group which helps people who grew up in orphanages, children's homes or in foster care. Western diplomats in Afghanistan say they are concerned about a decree from President Hamid Karzai which gives him complete control over a key election body.
