The Justice Secretary promises to to end the "remorseless rise" in prisoner numbers by tackling the causes of reoffending. Unveiling a green paper on changes to sentencing policy, Ken Clarke says his emphasis will be to make prisons in England and Wales more purposeful and toughen up community sentences. MPs debate plans to hold a referendum before any future transfer of powers to the European Union.
