Susan Hulme reports on the pledge of the Energy Secretary Chris Huhne that 'the lights will stay on' despite fears of worsening energy shortages and risks to Britain's traditional sources of power. In the Lords, several foreign policy experts and former diplomats make a plea for Britain's Foreign Office budget to be exempt from budgetary cut-backs.
