Its purpose is to reduce the level of Britain's deficit. Almost every part of society could be affected as all government departments - except health and international development - are asked to find savings of 25 per cent from their budgets. The programme reveals the index of resilience - specially commissioned research which ranks England's local authorities according to how well they can bounce back from the spending cuts.
