Is there a glass ceiling for women in the workplace? A survey of leading Scottish businesswomen has found that most believe there is. But is government intervention the best way to create real change in the corporate world? Our business editor Douglas Fraser reports from Oslo, where it's been compulsory for Norwegian companies to appoint a substantial number of women to their management boards since 2008.
