Penelope K runs the Information Station, a place which contains all the answers to any question a child might have. To help her find the answers, Penelope is joined by her sock puppet, Squirm; Hank and Frank, two wise cracking fish; Trewey, the shadow rabbit, and music is provided by the Rubber Band. Investigating how waves are made leads Penelope K on a fascinating journey. She can make waves by splashing in a paddling pool, but is there a giant doing belly flops in the middle of the ocean causing great big waves? What is a `storm in a teacup' and why are waves only on the surface of the ocean? The answer to all these puzzling questions comes to her when she blows on her cup of tea to cool it down and notices waves. Waves are made by wind blowing on the water. The bigger the wind, the bigger the waves.
