Are communities guilty of turning a blind eye to child neglect? The case of 17-month-old Baby P, who died after suffering horrific abuse in his own home, has shocked the country. But it's not only London that has problems. A critical report into child protection in Aberdeen has found that children who are at risk of abuse or neglect aren't being given adequate protection. While social services are in the dock, what about those actually responsible for torturing, hurting and - in some cases - killing children?
