Are changes to the expenses system enough or do we need a general election? Interim reforms to the system of MPs' expenses have been outlined by Commons Speaker Michael Martin. Under the proposals mortgage interest and rent claims will be capped at £1,250 per month and members will be banned from "flipping" the designation of their second home.
