In recent months dissident Republicans have stepped up their campaign of violence, and squabbles between Unionist and Republican political leaders have stymied self-rule. For six years the chief constable of Northern Ireland's much-reformed police service has held one of the highest-pressure policing jobs in the world. Stephen Sackur asks if his record stands up to scrutiny.
