President Obama has said America is working towards the long term goal of the elimination of nuclear weapons. It is said that there are now enough nuclear warheads to destroy the planet many times over. So what part should the established nuclear powers like Britain play in reducing this stockpile? David Owen was Foreign Secretary at the height of the Cold war and under the thirty year rule has just released his private papers on Britain's nuclear decisions.
