DEFRA faces cuts of £162million - over five per cent of its budget - and it's the Regional Development Agencies which are worst hit. Anna Hill asks if this means their rural projects will be hit as a result. Since 1998 the number of foreign workers in fisheries and agriculture has more than doubled to around 25 thousand.
