Following the floods of global warming, most of the Low Countries are now under the sea, but the medieval city of Bruges has survived due to a feat of engineering called 'The Fortress'. The solidarity of two old friends - a Walloon historian and a Fleming engineer - is tested by the arrival on the scene of Jean's new girlfriend, Magdalena.
